<p style="text-align:justify"><strong>Por cuanto, al Honorable Congreso Nacional, ha sancionado la siguiente Ley:</strong>
</p>
<h1><strong>EL HONORABLE CONGRESO NACIONAL</strong>

<p style="text-align:justify"><strong><strong>DECRETA:</strong></strong>
</p>
<h3><strong>style='mso-tab-count:1'> ARTICULO PRIMERO.- style='font-size:10.0pt;mso-bidi-font-size:12.0pt;font-weight:normal'>style="mso-spacerun: yes">Entretanto se aprueba el proyecto de
Ley Orgnica de Gobiernos Municipales, se establece que durante la Gestin Fiscal 1999 queda en suspenso la aplicacin del Artculo 11 de la Ley 1702 de 17 de julio de 1996, financiado con ingresos
provenientes del dominio exclusivo municipal.</strong>
</h3>
<p style="text-align:justify"><strong>Pase al Poder Ejecutivo para fines constitucionales.</strong>
</p>
<p style="text-align:justify"><strong>Es dada en la Sala de Sesiones del Honorable Congreso Nacional, a los diecisiete das del mes de marzo de mil novecientos noventa y nueve aos.</strong>
</p>
